In order to create a very special birthday present for Francis, Rebecca temporarily sneaks his extremely rare collector\'s card to get it autographed in person by his very own hero, Cap\'n V, Queen of the Wheel! But, Ernest, distracted by his hunger, loses the card in a garbage dumpster during the signing session. Rebecca and Ernest borrow Cap\'n V\'s Turbo-Mobile to pursue the dumpster, while themselves being pursued by Cap\'n V and Officer Duke. At the end of a crazy chase, Rebecca successfully explains the situation to Cap\'n V, who forgives her and then goes on to attend Francis\' birthday party to provide him with the best surprise of all!
